Govt. and other foundations can allocate quota and quantity for an area. Then they can send them thereto the distributors. Then distribution party will have another interface where they'll provide relief as allocated and verify the relief process. Also public can see if there is any relief in their area or will be in future. They can also ask for relief and the request will be sent to every foundation & Govt.
Everyone can track relief status and how much is left or how many people have them, full status with transparency.
