: Large number of people can not use Internet. Majority among of them are needy people. By using USSD application we can reach to them. About 95% mobile user habituate to use USSD code. We design a simple USSD application to solve our present crisis regarding COVID-19. Here we will be described only relief management system. It will be worked like two factor authentication. We will provide Relief Code for helpless people and Donator Code for Govt. authority/foundation/organization/person through USSD application. After getting Relief Code helpless people will be go to nearest Relief center or be waited at home for Relief. Thus relief can be distributed from either relief center or by doorway. During giving relief authority will ensure Relief Code & Donator Code submit by own mobile of helpless people through USSD application. If donator code is not submitted then authority will not have no document to prove distribution. So authority will ensure the Donator Code submission by helpless people. Thus relief distribution will be verified.
By Web Application everybody can be monitored real time status of relief distribution of definite area. Then authority will be liable to maintain their responsibility. Also person/organization/foundation can help their neighbour.
Central Monitoring station will be able to control overall relief activities and other Support.
Using this USSD application we are able to control and monitoring health support, restart support to Agro businessmen, control COVID-19 from spread and empowering overall population.
